公安部最近發布消息稱,《保安服務業管理條例》即將出臺,第一次從法律上對誕生22年的保安行業予以規范。

從1984年蛇口成立第一家保安服務公司至今,我國保安業不斷發展壯大,年產值已達400億元。公安部有關數據顯示,截至今年上半年,我國已有保安從業人員近400萬,其中經公安機關批準的110萬,其他實際工作人員還有近300萬人。

目前,保安行業已經成為協助公安機關維護社會治安的一支不可缺少的重要力量,僅去年一年,全國就有3018名保安英勇負傷,34名保安犧牲。然而,與此同時,超市保安對顧客強行搜身、物業保安對業主拳腳相加、押運員橫沖直撞等事件屢見報端,人們對保安的評價更是毀譽參半。為什么保安不能保平安?這個新興產業在發展中遇到了怎樣的問題?

瓶頸一:文化水平普遍不高

九成初中文化,平均收入低下

中國保安協會最近的統計數據顯示,在職保安人員大專以上的僅占0.8%,高中以上的占9%,而初中文化程度的占j了89%。從業人員文化水平不高,成為制約行業發展的瓶頸。

19歲的小孫是杭州市濱江區某公寓的保安,高中沒念完就從河北老家來杭州了。“我學習不好,反正也考不上大學,還不如早點出來打工。”說起當初的選擇,略顯稚氣的小孫有一絲無奈。雖然文化水平不能與素質畫等號,但這妨礙了他們對法制觀念和職業理念的接受,也影響了服務質量。同時,平均收入水平低下,讓包括小孫在內的很多保安自覺低人一等,甚至心理失衡。許多人因為待遇低不能安心工作,流失現象嚴重,較大的流動性加劇了不安因素。

瓶頸二:服務市場魚龍混雜

審查不嚴格,上崗少培訓

“沒參加過什么培訓,就是交了點服裝費,往這兒一站就行了。”在某超市當保安的小王告訴記者。據記者調查了解,像小王這樣穿身制服就上崗的保安不在少數。

近幾年,保安服務公司發展迅速,目前已達2300多家。但除了公安機關批準的正規保安服務公司外,還有很多未經批準變相從事保安服務的組織。據有關部門統計,目前全國物業公司中保安員近120萬人。這些“雜牌”保安公司招收保安時,沒有任何實質性審查,往往泥沙俱下,人員素質良莠不齊;保安上崗時,大多沒有經過正規培訓,法律意識淡薄,侵犯公民合法權益的行為不時被曝光,損害了整個行業的聲譽。

瓶頸三:行業監管明顯缺位

依據不明確,監管有漏洞

有關人士指出,保安服務市場魚龍混雜,監管部門難辭其咎。但是,目前公安機關管理保安服務工作的主要依據是公安部內部文件,監管缺乏明確的依據。

目前保安服務公司經營主體混亂,監管很難到位,市場需求與管理的矛盾不斷加劇。在這種情況下,脫離監管的保安服務性質的組織大量出現,“雜牌”保安公司擾亂了保安服務市場。

即將出臺的《保安服務業管理條例》,力爭改變保安業長期無法可依的狀況,保障保安業走上更加規范和職業化的道路。
